We are looking into re-negotiating and/or changing services for our business phone lines(and internet).  As I've been reviewing the bills to get an idea of what we pay now, I've noticed some charges that I'd like some clarification on (ie, if it's federally mandated or fees charged by the phone company).  If someone could explain these fees, that would be greatly appreciated.  We live in Delaware and Cavalier Telephone is our current provider for the business lines.

These fees are charged per line in addition to the Line Charge

End User Common Line Charge ($8.54/line)
Carrier Access Recovery fee  (.85/line)

These fees are at the bottom of the bill every month:

Energy Recovery Charge ($4.95)
USF Interstate Toll (approx $.08)
USF Line Charge ($5.40)
LNP Surcharge ($2.97, the explanation states that this if for carrying over our phone #)
End User Access Fee ($11.91, what would be the difference between this and what we are paying for common line chg per line?)

I understand the Federal Excise Tax and 911 fee, however, our residential bill from Verizon does not show a "state excise tax", is that state mandated for business phone lines only?

		<description>Joan, are you referring to taxes for the internet service itself or the usage? 

Internet services are being taxed now for the service, but not for usage - at least not yet.  Hopefully we can avoid being taxed for using the internet for quite some time, or forever if possible.  You never know with government though - they like to find ways to tax just about anything if they feel additional revenue is possible.

I have heard there is talk of billing for usage which will involve taxes, but nothing concrete yet.  We will be sure to keep you posted on this in the future.
